Vancouver is the hardest place in Canada for refugee claimants to make a successful case, while Toronto is the most welcoming, according to the latest Immigration and Refugee Board statistics.
Overall, of 27,212 cases filed last year, 44 per cent were successful. These included all five boards where cases are heard, including Montreal, Calgary and Ottawa.
In Vancouver, just over one in four refugee claimants (27 per cent) were accepted. This compared with 46 per cent in Toronto and 44 per cent in Montreal.
Toronto's board is the busiest, having dealt with 16,702 cases last year, well ahead of Montreal (7,658 people).
Most refugee applicants come from Mexico, China and the Honduras.
